(Yoosuf) 12 : 21
وَقَالَ الَّذِي اشْتَرَاهُ مِنْ مِصْرَ لِامْرَأَتِهِ أَكْرِمِي مَثْوَاهُ عَسَىٰ أَنْ يَنْفَعَنَا أَوْ نَتَّخِذَهُ وَلَدًا ۚ وَكَذَٰلِكَ مَكَّنَّا لِيُوسُفَ فِي الْأَرْضِ وَلِنُعَلِّمَهُ مِنْ تَأْوِيلِ الْأَحَادِيثِ ۚ وَاللَّهُ غَالِبٌ عَلَىٰ أَمْرِهِ وَلَٰكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ

And the one from Egypt who purchased him said to his wife: "For me, you make his residence comfortable; perhaps he will benefit to us, or we will adopt him as a son". Just like that, We established for Yoosuf in the land that We might teach him the interpretation of dreams; and Lord Allah is predominant over His affair, but most of mankind is not knowing.

Nobody can become a believer without Adhikr—the Permission—as explained in verse 10: 100. But 999 out of each 1000 mankind will not become believers as explained in verse 11: 17. See explanation 2: 255; 6: 59 and 10: 61.
